GENERAL SUMMARY OF JOB: Manage the day to day operations of the newly created Public Services Department, which will include parks and community events/facilities functions.  In addition, this department will manage engineering services, public works and storm water, which includes contracted services. 

 

SUPERVISION RECEIVED: Works under the general supervision of the City Manager.

 

SUPERVISION EXERCISED: Supervises parks staff as well as community event and facilities staff, and manages public works and engineering contract work. 

 

ESSENTIAL FUNCTIONS:

  • Responsible for effective administration of department and all department activities. 
  • Implements ordinances, resolutions, rules and regulations within established budget parameters. 
  • Establish and maintain department long term plans, goals and objectives, consistent with the goals and priorities of the city council and city manager. 
  • Provides leadership and works with department staff to develop and retain highly competent staff. 
  • Participates as a member of the City's Technical Review Committee (TRC), which provides development review and approval for construction in the City. 
  • Manages the City's long-term capital improvement plan and related city infrastructure projects.  
  • Receive and handle citizen complaints, provide information, explanation or resolution to problems. 
  • Implement appropriate risk management programs as required by city insurance carriers and best practices. 
  • Oversee department purchasing procedures and processes for equipment, supplies, and services in accordance with the purchasing policies and established practices of the City. 

 

MINIMUM QUALIFICATIONS:

  • EDUCATION AND EXPERIENCE: Graduation from an accredited college with a Bachelor's Degree in engineering, parks and recreation, business or public administration, plus five to seven (5-7) years of experience performing similar functions; at least three (3) of which must be in a supervisory or management capacity; or an equivalent combination of education and experience.
  • Licensure as a Public Engineer is preferred.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Considerable knowledge of federal, state and local laws dealing with issues such as road construction, building inspection, storm water, parks and recreation,
  • Working knowledge of operational characteristics and services provided by public works programs, as well as principles of planning, budgeting, and risk management.
  • Ability communicate effectively verbally and in writing; develop effective working relationships with elected officials, city manager, fellow employees, the public, and subordinates, resolve complex issues in a legally defensible manner, develop and communicate new policies and procedures, ability to operate a personal computer, and skill in using software programs. 

 

SPECIAL QUALIFICATIONS:

  • Must have and maintain a valid Utah Driver's License subject to verification by the City.

 

WORKING CONDITIONS: Employee(s) in this position perform in a typical office setting with appropriate climate controls. Tasks require variety of physical activities including consistently bending, lifting and/or moving up to 70 pounds, as well as walking, standing, stooping, sitting and reaching. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in course of performing portions of job functions.  Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.

 

SALARY: (Grade 64 FLSA Exempt) $80,995 - $129,979 annually DOQ

Hiring Range: $80,995 - $105,476 annually DOQ
